I believe I have an error with the DEF parameters, but I can't figure out how to change the <path_rra> reference path for all graphs. Each graph reports with the same error:
ERROR: opening 'c:/Inetpub/wwwroot/cacti/rra/tango_traffic_in_25.rrd': No such file or directory
Any thoughts or assistance would be greatly appreciated. The output of the RRDTool debug within Graph Management is as follows (please note the "DEF" parameters -- the "c\:/Inetpub..." just doesn't seem correct):

The back slashes are normal. For a windows user (like myself) it looks odd at first. According to documentation, all ":" colons, must be escaped with a back slash.
It is rather possible that your poller is not working as you expect or that you just haven't waited long enough.
