Doubts on 95th percentile of cacti

I am currently graphing the Internet switch port using the 95th percentile model, however I have some doubts about this kind of measure. The datacenter gave me 8 in / 8 out mbits, using 95th percentile model. Does this mean that if cacti gives me an higher result (imagine, 10mbps in+out) I
