sh: path_php_binary: No such file or directory

For some reason cacti is not subsituting this variable correctly. First, make sure these options are set in your php.ini file:

register_globals = On
register_argc_argv = On

If that does not solve the problem, I am pretty sure the problem lies on line 66 of 'cmd.php'. Make sure you are using version 0.6.5 (and all of the .php that comes with it). Tell me how it goes.
