Is there a way to have thold reboot a server/execute a program that could reboot a server (windows) if a process/service goes down?

Nope, as that would be "bad" and a HUGE security risk.
I don't like being paged as much as the next guy, but we a service dies, there is usually something wrong that requires actual attention.

It wouldn't be a big security risk if all's it ran something like wake on lan.
