When I run the poller from the command line the .RRD files get created and placed in the c:\inetpub\wwwroot\cacti\rra folder.
I have set both IUSR and IIS_WPG permissions correctly per installation instructions.
Running FileMon shows no access denied issues.
The graphs do not appear not even a red x appears and the page simply appears to be loading //localhost/cacti/graph_image.php?local_graph_id=7&rra_id=1.
Tried changing between PNG and GIF nothing happens. Data is being colleced because I can see in the device screen and logs that data is being collected.
I am at a loss here. I have methodically gone through line by line for two days the instructions and message boards trying to resolve this issue and I cannot resolve it. Hopefully someone has. Thanks in advance.

Go to graph mangement, click on a graph, turn on graph debugging. What is the error?

There is only one version of cygwin1.dll and it is located in the C:\CACTI folder.
A few things to note, reading the posts regarding the RRD tool and its incompatability with cacti, I downloaded from cacti.net/downloads the RRD tool from that location.
The cygwin.dll version currently registered is 1.5.18 the cygwin.dll version from the RRD package located at cacti.net is 1.5.19-cr-0x5ef, should I unregister the 1.5.18 and register the later .dll?
With respect to turning on the debug, it hangs it is trying to access http://localhost/cacti/graphs.php?actio ... =7&debug=1
So I cannot see the debug output.

Halted loading resolved
I managed to correct the issue with the halted loading. Analyzing the problem, I decided to re-install PHP this time using the PHP windows installer php-4.4.2-installer.exe.
As soon as I finished that setup, rebooted the system and re-checked my php.ini file, I no longer have the web pages hanging.
Turning on the debug, I receive the following output. I am unsure what the rpn expression is.

From within cacti, .RRD files still are not created however outside of the website, from the command line when i run the poller the graphs show up.
So my only problem now is trying to find out why from cacti it is not working.

Sorry to keep updating you guys on this. It would appear the debug error I received initially was due to the fact that the poller had not run so no data was present in the rra folder.
As soon as I manually ran the poller the error disappeared. To further check this, I created another graph and allowed the poller task to execute, as soon as it did I checked and there was no error. So I believe the issue is resolved.
So the initial problem was due to the PHP installation. Re-installing PHP corrected the issue.

Glad you were able to solve it. This shows a good example for others on how debug their problems and succeed .
