Problem With Red Hat 8.0 SNMP

i have problem with NET-SNMP
when i start the command php .cmd.php i have this result :
[root@aco079l cacti]# php cmd.php
Failed to open byte range locking database
ERROR: Failed to initialise locking database
snmpget: No securityName specified
snmpget: Timeout
snmpget: No securityName specified

HELP ME PLEASE
