Does C:\mysql\data\cacti\settings.frm exist? If not, you've got a big problem when the database was created. I suggest you start over. Delete the C:\mysql\data\cacti\ folder and refollow the MySQL section of the install guide. Make sure to patch cacti before importing cacti.sql!

It does not exist, I get this error when creating the database:

ERROR 1264 (22003) at line 1857: Out of range value adjusted for column 'availability' at row 1

I am running the lastest version of cacti...

1) Make sure mysql 5 is not running in sql-strict mode
2) Patch CACTI!
3) delete the mysql database stuff for cacti and reimport it.
