Why is the 15minute avg higher than the 1minute avg?

Why is the 15minute loadavg higher than the 1minute loadavg?
In the graph, that is. Not in the description.

It's a stacked graph, that is why.

I'm sure I raised this a good few months ago, looks like I'll have to file it as a bug ... ;)
