As the error message states, do you have polling disabled or do you not have any devices created with something to poll on them?

I have check box enable poller and the device config i create localhost but have error snmp error...

Well you need to verify snmp is working on the device you are trying to monitor AND no firewall is blocking snmp. Use a tool like GetIF to verify snmp is working.
