My configs are:
Windows 2003 (iis 6)

So everytime I call my web page, I just see one blank page, whitout erros or other messages (see http://dedicado.focovirtual.com.br/cacti/)

I assume you're talking about IE...

Try turning off "Show friendly HTTP error messages"

Go to Tools > Internet Options > Advanced Tab > sroll down and find "Show friendly HTTP error messages" then uncheck that box. OK all the way out close all IE windows. Next reopen your cacti page and an error should be displayed, time to troubleshoot!

Read http://forums.cacti.net/viewtopic.php?t=11747 and post again.

Sure you properly configured php?
sure you configured the default webpage for the cacti site?

I was getting the same error on a new installation. I fixed it by applying the patches for 0.8.6h.

MySQL 5.0.18
PHP 5.1.2

Well I fixed a permissions issue and now I am back to getting the same error. No additional permission problems per Filemon. I get a page cannot be displayed when I try to load the cacti page in IE. I checked the log files for Cacti and Apache. Cacti log has nothing and Apache error log has the following.
