monitor lots of modems without snmpd ,how can i do

there are so many modems that need to be monitored,but can't set snmp on it ,and i need know whether or not the modem is up or down ?how can i do by cacti. maybe use ping is enough.

Create a new Host Template; this should incorporate the Advanced Ping Template only.
Create a Device (=Host) entry for each of them, leaving the Community String empty and referring to the Host Template. Create the Ping graph and you're done
