Attempted installation on Windows XP (Error)

I attempted to install Cacti on WinXP Pro and got the error:

Fatal error: Call to undefined function mysql_pconnect() in C:\Program Files\Apache Group\Apache2\htdocs\Cacti\lib\adodb\drivers\adodb-mysql.inc.php on line 355

I've never been able to install Cacti. I always follow the instructions from the web site, but it seems that even if I follow it word for word, it never works out that way. Help on any word for word instructions would be great.
