More Graphics Tab Issure

I am using apache and newest cacti version and get this error when I hit the graphics

Warning: Unknown: failed to open stream: Permission denied in Unknown on line 0
Warning: Unknown: Failed opening 'C:\Apache2\htdocs\cacti\graph_view.php' for inclusion (include_path='.;C:\php5\pear') in Unknown on line 0

Here is the weird thing tho I can go under graphics management and see all the interfaces I have graphed and choose one of them and actually get a graph No problems..


I am running the scheduled task under local adminsitrator and its password. Can someone give me an idea of what file/permission I need to look at to fix this. I have searched with little luck. I am a real newb when it comes to this program as well so need some classical computer idiot instructions.

1) What account is apache running under?
2) Make sure to give your apache user account read/execute rights to cmd.exe, rrdtool.exe, and php.exe (and it's folder).
3) read the guide in my signature.
