cannot create new graphs / no new rdd files created

paths in windows should always have a backslash (\).. windows will have no idea how to interpret c:/blahblah, which I see several times in your examples..

Also, there are a few lines which switch between them.. like c:\program files\cacti/bin etc..

Cacti may be able to cope, but windows itself wont.

On the contrary, Cacti accepts both back slashes in addition to forward slashes. Keep in mind that the code is GPL based upon principally Unix source. All of them actually prefer "/" rather than "\" (which is reserved). Trust me, Bill Gates screwed up.

The issue that the user is having graphing is due to the following lines from his/her poller cache.
Poller Cache Log shows only one item

Data Source: Radion Shop BS 450 -
RRD: c:\Inetpub\wwwroot\cacti\rra\radion_shop_bs_450_snmp_oid_35.rrd
Action: 0, OID: (Host: CSENE21, Community: public)

And Cacti Log shows the same as above.
You will note that the OID is blank, yet it is a "Action 0" which is SNMP.
