You are using WAMP right ?? Could you please send me your php.ini file. There are TWO on WAMP - I need to see both.

Also, did you install NET-SNMP, or are you using the php-snmp extension ? If you didn't install NET-SNMP, you''ll need to enable this extension in WAMP.
Also, make sure that your WAMP settings look like the enclosed screen shot

Change these values in both php.ini files
register_argc_argv = on
magic_quotes_gpc = on
enable php_snmp extension in both php.ini files
Restart WAMP

Is CACTI running on the same server you are attempting to query ?
If so, download a copy of GetIF, and see if you can successfully walk the OID trees. If not, this is related to SNMP.

i enabled the argc and magic quote already, but how to enable the php_snmp and restart WAMP?

No worries.
It's easier if you do this from the WAMP console.
1. Start the WAMPSERVER console (START / PROGRAMS / WampServer / Start WampServer)
2. In the system tray, click the WAMPServer icon once
3. Choose PHP / PHP Extensions / php-snmp
4. WAMP will automatically restart the services

Ok, so is there anything in between these two devices that may cause problems ? For example, Firewall, NAT device, router etc ?
Are you able to query the CACTI server directly with SNMP from CACTI ?

i have done the php-snmp thing, actually it's already enabled
and when i quest the localhost, same result
