Well, I guess I have to own up to my own failing...
I really should have paid attention to where I placed my script.
The problem was the user cacti had no rights to run the script from the location I originally had it in. As soon as I moved it into the cacti/scripts location, it started working a treat.

my resolution
My issue ended up being a corrupt XML file. I replaced the XML file from backup and reloaded all the data queries that were broken (green circle when viewing a device).
