OK, I found what I believe the last of my problems for now. The one thing that irritated me the most was the in-ability to see how requests were traversing from one directory/file to another. With so many processes running it is hard to see that, so I started eliminating items, the easiest was to verify access to the database, I deleted it, refreshed Cacti and bam got the error message " could not locate mysql database etc. etc." guess Cacti was able to see it. re-created db, ran cacti again and re-entered all basic info again, noticed by default that cacti likes to look for RRDTool.exe in the <c:\rrdtool> directory, so even though the path in win32 has a direction to c:\rrdtool\bin I just moved the .exe file to where cacti was looking for it. noticed that Cacti was still trying to create the RRD files, but did not see them in the directory. I re-re-re-checked permisions for the IUSR_<servername>, All OK for all directories. I re-re-rechecked the cmd.exe file and what do you know the user was not there anymore, maybe I blew it away who knows, I added it and wow what a difference, Cacti Ran this time and pow pow pow the cmd window fired off a bunch of stuff, and populate the directory with RRD files. I then created a file for another device and it loaded all interfaces this time not just a partial. Poller cache has an entry for my device, Cacti log file is logging related info. all is well at this point,
