I would upgrade PHP just to be sure. The timespan selector can be located by going first to Graphs and the "Settings" tab while in Graphs. From there, you will find a checkbox for the use of the Timespan Selector and a default time.
In order to view it best, you should be using Tree View and Dual Pane.
