here's a breakdown of what i've done. if you have access to vmware this can be duplicated pretty easy.

install Ubuntu 20.04.5 LTS (Focal Fossa)
apt-get update
apt-get upgrade
apt-get install cacti -y
apt-get install cacti-spine -y

verify cacti can be accessed and it will be on version 1.2.10

perform distro upgrade from GUI
keep all programs, databases etc when prompted

apt-get update -y
apt-get upgrade -y
apt-get install cacti -y
apt-get install cacti-spine -y

update apache2 (i haven't had to do this every time? but every once in while it doesn't update if apache isn't running do the following)
sudo a2dismod php7.4
sudo a2enmod php8.1
systemctl restart apache2
sudo apachectl configtest

end result shows apache is working although page not found for cacti:

Not Found

The requested URL was not found on this server.
Apache/2.4.52 (Ubuntu) Server at x.x.x.x Port 80

I thew in the towel, and rebuilt a couple hundred graphs. i've spent way more time trying to upgrade it then it took to rebuild it. the apt-get package is version 1.2.19 has an issue with a back trace alarm in the logs that 1.2.23 fixes. which warranted my post to start with. There seems to be enough in the forums to figure out how to fix that until the apt-get package is updated to a later rev for me. Either way different issue for a different time.. If anyone comes up with a easy tutorial, link or an upgrades for noobs to upgrade a cacti install from apt-get to a non package upgrade I'm all ears. Appreciate the time and support good luck out there.

Final:
new ubuntu 22 install
new cacti install
rebuilt graphs manually
cacti ver = 1.2.19

Sometime when you go with packages, there are upsides and down sides. Team Debian is doing a good job.
