I just had this same problem. Cacti 0.8.8a, Settings .71, THold .4.9. Cannot add any devices to Cacti anymore. Disabling, uninstalling Thold does not help. You can either take MySQL out of strict mode or modify the fields in the host table directly to allow for null characters to fix it.
