You have to set proper maximum value for your link - max speed possible in Bytes/sec. Be aware that cacti at this point can't change this value in rrd file - you need to delete the file and let cacti recreate it from scratch or manually update maximum value using rrdtune command.
Just wanted to say thanks guys.. After doing an RRDTune and changing some of the values in Cacti we are screaming along at right under 10gig on some links...
