I add this line in the /usr/share/cacti/site/cacti_tray/config.php under the $allow_autologin = true;

And now it's function perfectly

Feedback : On small installation is function like a charm.
So I have a cacti installation with 3800 nodes... and this tray utility take more than 3 minutes for launch and update
