The best method would be to make this OID available. It is part of the standard interface SNMP MIB table and I've never seen a device, that reports traffic fine from that table but suppresses the index. This is definitively an error on the target side.
There is probably a workaround on the Cacti side, but this requires distinct knowledge about creating SNMP Data Query XML files. See 1st link of my sig for detailed documentation.
