That whole process sounds correct.
There was only db changes from 0.8.7b to 0.8.7c (you can check this by looking in the /cacti/install/ folder at the various 0_8_7b_to_0_8_7c.php files).
1) Did you double-check all the Settings -> paths?
2) Technical support page show any issues?
3) What happens when you manually run: php poller.php from the command prompt with admin rights?

Thank's, in this case (your installer with IIS install and db import from previous 0.8.7.b) seems that is only a problem about invoking poller.php I'll try to fix.
I didn't understand why the db only adapt from 0.8.7b to 0.8.7c and not to 0.8.7e (your installer is with cacti 0.8.7e).
