I've gone down this path with the Cisco ISR routers and Cisco TAC. It's a very sad and long path which leads to a dead end. Cisco tells me the SNMP OID for the ISR's are not supported. They have filed it as a bug, but are saying since this is unsupported, it is filed as a feature request bug which is at the bottom of the barrel. Take a look at the Cisco bug navigator - CSCee16176.
The really odd thing is I do have one 3825 router that this works on, a 2811 that it also works on, and a couple other 3825s that this doesn't work on. It really frustrates me that Cisco won't try to figure out why it works on some routers and not on others (same version of IOS even). I have a suspicion the problem is having either more than 1 T1 connected or more than 1 T1 port installed (haven't tested to verify).
