I'm having the same exact issue. However, the permissions on rra and log are 777.

Interestingly enough... I changed my timeout value to 1500 ms. In 30 minutes I've not see the "SNMP Time was not numeric" message.

fixed by commit#4614, available with 087c
Spine may suffer from this as well and is not yet fixed
