ok, tried your new files
so sh.exe is needed for new cactid ?
strange thing old version 0.8.6.g worked without sh.exe - not possible anymore ?
result: without cygwin - perl scripts do not run - perl does not show up also no sh.exe process
with cygwin not more than one thread is possible to run cactid - when using two threads to optimise performance some cactid processes stop working
If i use more than seven cactid poller processes scripts do not finish or bring emty results - cactid and /or sh.exe processes hangs
last cactid 0.8.6g worked very good except the recache/indexing was a problem to monitor windows processes
does anyone have a clue what could be the problem?

Yes, we backed off the prior change due to to much problems with people running odd programs. So, the performance hit was marginal at best. So, the new distribution has all the required files.
