You need to correctly set the NTFS permissions.

There is no need to edit php code. You have NOT correctly set NTFS permissions on the files cacti needs. Read the installation guide in my signature and re-apply NTFS security. Pay attention to the files in the cacti directory, rrdtool.exe and cmd.exe.
