Graph export: Export to local directory refuses Windows network shares (UNC). Is it due to my permissions, or is it simply not implemented?

From your cacti box, are you able to access that UNC path with the user account running the Cacti scheduled task? what about as the web user account (either IIS_WPG or IUSR_XXX) ?
If yes to both, then its likely a cacti implementation issue. Try doubling the backslashes needed. Example: \\computer\share would end up being \\\\computer\\share. This would be to escape the backslashes.

Scheduled task run with system account, which has by definition no access to the network. Are these credentials used for the export job?

rrdtool renders the graphs. to go graph mangement, click on a graph, enable graph debugging to see the command that is issued to generate the graphs.
