Templating Engine

I'd like to see Cacti (optionally?) use a templating engine like Smarty so that Cacti can be easily styled to fit within existing site layouts etc. both when viewing as an administrator/user and exporting graphs.

We are moving to a fully CSS based skinny system in the next major release of Cacti (0.9.0).

While that is appreciated, that only goes so far as to enabling people to customise cacti to their liking - it won't give me the opportunity to have a specific menu on one side of the page etc.
