This request may be so basic no body bothered to suggest it.
Currently to modify/create RRA templates, you must navigate to Data Sources on the left menu.

I understand that makes sense in the rrdtool context, where a datasource stores its data in multiple RRA's, but for a novice cacti user this can be confusing.
In cacti, users see datasources as a link between a data template and a host. RRA's are specified when creating data templates.
I propose to change the navigation menu so that RRA is under Data Template.

Same thing for Graph Management. Should be under Graph Templates
