We are currently running WeatherMap 0.81.
Upon completion of a MLFR (Multi-Link Frame Relay Circuit) I have changed the bandwith allocation to reflect from a single T1 1536000 to MLFR 3 T1's 4500000. I have also verified the data source is correct, since DLCI numbers have changed.
But for some reason my graph on Weather Map is not pulling the SNMP data, we have verifed that data is there, using SNMP WALK on that circuit link. Its showing a 0% on the link??? and the circuit is up from a WAN connection prespective.
Any help on this topic would be beneficial.

Weathermap doesn't care about SNMP[*] - it just reads the data that Cacti has already collected. If Cacti isn't collecting data, then Weathermap cannot show you it.
Or, Is it possible that you designed your map, then the filename for this datasource changed as you've made changes? Weathermap doesn't track any changes you make in Cacti either.
[*] In the new version, there is the possibilty to use weathermap with SNMP directly, and not with any Cacti data, but not right now.
Weathermap 0.98a is out! & QuickTree 1.0. Superlinks is over there now (and built-in to Cacti 1.x).
Some Other Cacti tweaks, including strip-graphs, icons and snmp/netflow stuff.

No Errors on the poller log.
Our next step, since this seems like a router sub-interface problem, is to "shut" "no shut" on the interface and see what happens.
If I was seeing this on all my Cacti/Weathermap graphs then I would say its Cacti related, but that is not the case being only one interface, For once Im going to say "its the network".....hay wait...I am the network guy....
