I had the same problem... It is possible to get it running by first installing manage 0.2 and then upgrading to version 0.3.2. This way all the tables etc are set up OK and then everything works. i have added windows processes too.

(i associate a test to perform to verify that a port is really up.
in my dev version, i associate port 7321 to the "web" test with "/mylinktotest" as parameter)
