Configs not be copied.

I set up the configmanager stuff about two weeks ago, and seem to have something wrong. If I run configmanager_poller.php by hand the config files download fine, but when it runs naturally under the Cactid the directory is created but no config files are downloaded. If I reset the last run date and run it manually again by running configmanager_poller then it works fine.... This is running on Windows (and I know UNIX MUCH better so be gentle).

Suggestions?
