Do you get red X's, no text or what?
Make sure cmd.exe has the proper read/execute rights for the web user account.
Might want to fire up sysinternals.com filemon and see if anything is getting denied during graphing.

Slayer: make sure you have the correct rrdtool version selected in cacti.
bballard: Your lack of inherited permissions is possibly one problem. Fix that. As for FileMon, ignore BUFFER OVERFLOW messages. They're fine. You're only interested in if a process can't find a file or gets denied doing something.

I ran filemon and highlighted Denied, but nothing was denied.
This all started when I added these templates (http://forums.cacti.net/viewtopic.php?t=12383)
I have since readded the server without the new Exchange Graphs and it is updating. I will go back to that thread and ask questions.
Thanks
