Help: Importing a template

Hello,
I am run latest version of cacti and Mysql 4.0. When I tried to import a template (from http://forums.cacti.net/about4426.html)
I received following message and import failed. Any suggestion? Thanks:

Your web user account (typically IUSR_XXX) does not have modify rights on your windows temp directory. Also make sure file_uploads is enabled in php.ini.
