I can't upload a Template

I am trying to upload cacti_graph_template_smoke_ping.xml by predou.

I go to Import Templares and try browsing by File or Cut and Paste. When I hit Save - Nothing Happens. No new Templates show up anywhere.

I have been reading on the Forum that this was fixed in Version 0.8.6h so I upgraded to Version 0.8.6h.

I still am unable to upload the Template. Does anyone have any other clues as to what I need to do?

Details about what you're running is handy.

Typically importing errors are related to lack of rights in the folder PHP uses for uploads.

Cacti 0.8.6h
MySQL version: 3.23.49
Red Hat Linux 7.3 2.96-110
php 4.1.2-7
php-mysql-4.1.2-7

The php.ini file had file_uploads=off Changing it to on worked.
