As long as you aren't partial to Debian (I don't particularly like it myself) you could try out my Cacti CD. Its currently in beta, but is about to be released officially.

It uses CentOS 4.3 and auto-installs Cacti and everything else with it. All without a single bit of input from the user. Once it reboots, it is a fully functional Cacti Server.
