Not graphing after migration from Solaris

I've installed cacti on UNIX/Linux several times and never had a problem, now I'm trying to do it on Windows 2003 Server. :-( We had it running on Solaris 8 fine, I needed to move it to a higher performance Windows machine. I'm a UNIX/Cisco guy so be gentle on the Windows stuff please.

I have it installed it appears to be populating the RRD files fine, but graphs aren't working. (I.E. rrdtool dump somedevice.rrd appears to have data values there). When I pull up a graph I get what's shown in the attached png below.

Versions
Cacti 0.8.6h
rrdtool-cygwin-1.2.12 (From this site)
net-snmp-5.3.0.1-1
php-5.1.2
Apache 2.0.55
MySQL 5.0.20a

I've checked the rrdtool version in Settings as suggested by the FAQ, when I look at FileMon, I'm getting what appears to be some really odd output for rrdtool. Things like:

Path
D:\WebRoot\htdocs\cacti\DEF:b=D:\WebRoot\htdocs\cacti\rra\hdcpcswm101a_traffic_in_4516.rrd:traffic_out:AVERAGE
D:\WebRoot\htdocs\cacti\DEF:b=D:\WebRoot\htdocs\cacti\rra\hdcpcswm101a_traffic_in_4516.rrd:traffic_out:AVERAGE.exe
etc., etc.

I could really use some help.

1) re-read over my installation guide in case you missed something.

2) You've specified the full path to all the binaries in Settings -> Paths?

3) Using cmd.php or cactid?

4) enable graph debugging and post the output. Is it valid?

5) make sure you've specified the proper rrdtool version in cacti AND have specified the full path to a font file.

6) The last entry in my FAQ (in the installation guide) might apply to you too.
