Cannot create CPU utilization graph SOLVED

I am trying to graph the CPU usage for a windows 2003 server but I cannot get the graph. My system info listed as below:

OS: Windows 2003 server
Cacti: 0.8.6h
MySQL: 5.0.19-nt
PHP: 5.1.2
SNMP: Windows native
rrdtool: download from cacti.net website

I have another two graphs configured and run well. So I doubt it is a secruity problem. The symptons as the following:
First add a graph using Host MIB CPU Utilization template and take all the default values. After I added the graph I have the following line in my log file.

The rrd file cannot be created. I do have another two rrd files created successfully and updated every 5 minutes. And one of them is Host MIB Processes.

Anybody has any ideas about this issue? Any help is appreciated.

SOLVED:
I have to set SNMP to version 1 to make it work.

Enable debugging logging in cacti for one polling cycle. See if the OID cacti is polling for cpu usage is returning any valid data.
