Reinstall net-snmp maybe? What OS/ucd/net-snmp version are you using?

I don't believe that snmpwalk is not working, the truth is that you are not using it in the right way.
The sintax for using it (of course it depends of what you really wants), but for what it seems to be what you are trying to do it should be:
snmpwalk -v 2c -c [community] [ipaddress] OID
So for a host with a community string public and an ipaddress 192.168.0.1 it should be this:
snmpwalk -v 2c -c public 192.168.0.1 .1
Let me know if your still having problems.

[intoxicated] [/usr/home/www]# snmpwalk -v 1 -c public 192.168.1.126
SNMPv2-MIB::sysDescr.0 = STRING: BayStack 450-24T HW:RevD FW:V1.31 SW:v1.2.0.11
SNMPv2-MIB::sysObjectID.0 = OID: SNMPv2-SMI::enterprises.45.3.35.1
SNMPv2-MIB::sysUpTime.0 = Timeticks: (206987180) 23 days, 22:57:51.80

But i still cant get it to graph.
