New Feature suggestions:
1) How about a clean way to consolidate multi-site CACTI systems to at least be managed from a single location.
For instance: HQ manages configs and based on polling templates and plug-ins are replicated to remote sites.
2) Auto-Discovery queue style: Where I work we are currently attempting to write a decent auto-discovery for CACTI but rather then try to dump them into CACTI right-out we are planning to create an UNASSIGNED tab where machines are placed initally and then can either be added manually one at a time or add in batches to facilitate template options.
(i.e. We are thinking a config that had a snmp desc associated with a template for defaults then a few check boxes and a ADD button remove them from the UNASSIGNED queue into CACTI much like graph templates) but I haven't a clue when we'll have anything to present (projects keep getting in the way, usually crap.) But though I'd toss it out there.

regarding point 1
You may want to take a look at the ntop plugin. It can be modified to point to other Cacti servers.
Your other cacti servers would show up as a tab under the main cacti server.
cactiusers.org has tab templates that can be edited via photoshop or gimp.
For example: create a master cacti server and then add tabs for the others.
You could then have all cacti servers auth against a central LDAP server(s)
It is not exactly what you are asking, but close.
