Go into the database with another SQL manager
(depending on your platform)like -

Under the user settings table there is a field regarding using the built-in cacti authorization. You can turn off the built in auth until you've tested and are ready to deploy.

just change the value in that field to the opposite. Sorry to be a bit vague, don't have the app right in front of me.

From what I can tell everything seems to be working ok for you. When you login for the first time in cacti, you are forced to change your password (changepassword.php). If this is not working however, perhaps something is wrong.
