PHP Application error and polling problem

I have periodically been experencing problems using poller.php on my Win2k Cacti server. It happens occasionally (maybe once a fortnight), but in the last 24 hours it's been a lot worse.

Essentially, the poller cycle on my server normally takes around 120-150 seconds, with 8 poller processes configured to run. When the problem occurs, the cycle takes a very long time to run (over 300 seconds) and never seems to complete, the next cycle starts, and other PHP and CMD processes are spawned. The previous ones never complete, and I get more and more PHP and CMD processes running until the whole process aborts with the following error;

The application failed to initialize properly (0xc0000142). Click on Ok to terminate the application.

The 'application' with switch between CMD.EXE and PHP.EXE until the error is cleared. The only way to clear the existing processes is to reboot. During this phase I get large gaps in the graphs as the poller screws up.

System config is as follows;

IIS 5.0
Cacti 0.8.6h
MySQL 4.1.12a
PHP 4.4.1
NetSNMP 5.1.2.1
RRDTool (Cygwin) 1.2.12

Cactid 0.8.6g should help things out. I am running the newly released PHP 5.1.2 on my production box with a jacked up, home grown, php_snmp.dll that is making me pretty happy at the moment.
