IIS 5.0
mysql-4.0.12-win
php-4.3.1-Win32
rrdtool-1.0.35.x86distr
cacti-0.6.8a.tar

Q1: I'm not completely sure as to what values to provide in the /include/config.php? I have created a MySQL un/pw for cacti as described in step 6. of installation guide, but do these values get entered into the /include/config.php file? i.e. $database_username = ?, $database_password = ? Please advise...

Q2: How do you determine if the I_USR_user has write access to both the log/ and rra/ sub-directories? Also, how to determine if I_USR_<hostname> has execute permissions to the C:\php and C:\php/sapi directories?

You are correct, the MySQL username/password/db name you created in step 6 are to put into 'config.php'.

The file permissions only apply if you are using NTFS, in which case you can simply right click on the directory in question, select 'Properties', and select the 'Permissions' tab. You should be able to check who has rights to that directory and grant/deny additional permissions there.
