You're using the win32 version of rrdtool. Switch to the Cygwin build.

i've changed the settings to match with each version of softwares, everything is good i think

versions :
net-snmp-5.3.0-ssl-1.win32.exe
rrdtool-cygwin-1.2.9.zip
mysql-4.0.20d-win
cacti-cactid-0.8.6f-1
cacti-0.8.6h.zip
php-5.1.1-Win32.zip
windows IIS 5.0
maybe a compatibility issue ?

There was a sticky about this but I can't find it now. Basically you can run the scheduled task as another user or as the System account. If you run it as SYSTEM the password is blank.
