SOLVED Missing Graphs and Data Sources after Create Graph...

This is a brand new install:

Windows 2003
Cacti 0.8.6h
mysql 5.0.18
rrdtool 1.2.12 (as from the sticky / Cacti download site)

I'm not seeing the data sources or graphs being generated. Steps:

1. add new device as "localhost"
2. open device
3. add graph template (pick one)
4. click "Create Graphs for this Host"
5. select the graph template
6. click "Create"
7. debug log message states: "+ Created graph: "
note: there is no graph name or id after that colon above

Isn't the Data Source and Graph supposed to be created when I say "Create"?

There is nothing in the cacti.log when I do this, and when I run the poller, it says:

01/10/2006 01:59:47 PM - CMDPHP: Poller[0] ERROR: Either there are no items in the cache or polling is disabled

This is fairly obvious (and expected) because there are no data sources.

Any clue? What else can I provide?
