FetchWeather.php actually uses www.ravis.org's "Weather.php" to grab data from Weather.com. As you might know, weather.com makes major site format changes once in a while. So when the old weather.php doesn't work anymore (when you start seeing 0 temperature all the time) then a good guess is you should change weather.php.
Currently the working weather.php is:
http://www.ravis.org/download.php?url=h ... ther25.zip
So you just need to replace the zipped weather.php inside the zip file you downloaded off this page then you are done.
P.S. Ian, if you can replace that in the zip you have for download, I would be more than appreciated
