If they are marked as down, when you view of the down hosts, does the SNMP information show at the top?

What is your Host Down Detection type set to, in settings?

If it set to anything other than SNMP, can the cacti server ping those hosts in question?

In Downed Host Detection I choice "SNMP - Reliable" and some servers and switches begin up. But two servers cacti showing "down", maybe should pass some time.
