Cacti on Server 2003: Making .rrd files OK, but no graphs

So I think I'm pretty close to getting Cacti to work fully.
Here are a few specs:
Server 2003 with SP1
IIS 6
PHP 5.0.4
MySQL Server 4.1.14
cacti-0.8.6g
cactid-0.8.6f (not being used at the moment)
rrdtool-cygwin-1.2.11

I've got it all installed properly, am able to add devices and such.

My Datasource debug says this (I believe this is good):

If your rrd files are being updated every 5 minutes, then the problem points to permissions. Are you sure cmd.exe and rrdtool.exe have the proper NTFS permissions set on them which I specified in my guide?

Hey, thanks for a speedy response, I really do appreciate it.
I double-checked the permissions on cmd.exe, rrdtool.exe, the cacti folder, the rra folder, and the log folder. They now all match your guide, but Graph Debug Mode still says:

I'm running the poller by hand (from the cmd prompt) so that I can update it whenever necessary:

It's creating (or updating) the .rrd files each time I run it - I can verify this against the timestamp.

....Oh ok, for some reason after I ran it a few more times, the graphs appeared. I really have no idea why this happened, as the first couple of times I ran the poller (after reading your posts and verifying). Not even sure what ultimately fixed it, but thanks again!
